According to Indulgence himself, he was a ruler before, though Piety doesn't think he'd make a good one—he's too short-sighted and self-serving to handle responsibility. Doesn't seem very attached to any of the other gods either, which is probably why no one really has a strong opinion on him.
Nope. Indulgence was one of his original choices, and according to him, he picked Disorder because he hated her the least of the three. Now that he has more options, he wouldn't say which one he was going to switch to without an exchange, and I didn't feel like taking him up on that.

Maybe. The impression I got from him and when he talked to Patience, back before the numbers were even revealed, was that one of the other gods appealed to him right away. At the very least, according to him, he hasn't talked to any of them besides that one and the obvious, so either is a possible option.
