I'm leaning toward Ludger, because the two lines on Ray-kun's code might be about his dual wielding swords.

So... I think you should go talk to Pippin more, Ogou-san. I like his world. It's one of balance, where all the gods work together. He's a pretty good mediator, and is really insightful in his own way. If he's backed by people who are more stern than he is, then I think that he could really do well.
But... yeah. I believe in Piety. Other people do too. If I can get enough people to agree... we can get a lot of wishes granted, and then some.
Ya really think the selfish murderin' fucks we haven't caught yet give a shit about the kinda world that'll be created as long as their wishes get granted? How are we gonna prevent 'em from takin' advantage of that?
I'm not going to announce my Piety plan. There are wishes I want granted more than others - so I'm going to try to convince those people, definitely. We just need a majority.
